MENTER MÔN MORLAIS: Powering Ahead with Anglesey’s Tides
Increasingly, it is becoming clear that tidal power is the next big frontier for those in search of a natural resource, backed by modern technology, that works alongside nature, and can deliver consistent and reliable energy sustainably. Off the Welsh coast, there is excitement building as Menter Môn Morlais continues to chart a way forward for the industry.
Off the north-west tip of Anglesey, where the tide races past Ynys Cybi (Holy Island) into the Irish Sea, Menter Môn has spent more than a decade building the largest consented tidal stream energy scheme of its kind in the world. Morlais stands as one of the clearest demonstrations that tidal power can move from concept to construction, and its progress this year signals what the wider sector could achieve given the same conditions to succeed.
The project traces its origins to 2014, when the Crown Estate designated a stretch of seabed off Ynys Cybi as the West Anglesey Demonstration Zone, intended to encourage the growth of tidal energy in UK waters. Menter Môn, the north Wales social enterprise behind Morlais, secured the lease that year, beating competition from developers around the world. The zone covers 35 square kilometres of seabed and has the potential to generate up to 240MW of low carbon electricity, a meaningful contribution to Wales and the UK’s energy mix.
Consent was not straightforward. The application went in during autumn 2019 and took over two years of consultation with the Welsh Government, Natural Resources Wales and the local community before permission was granted in December 2021. Rather than build and operate its own turbines, Morlais provides shared infrastructure, grid connection, substation and seabed berths, allowing multiple tidal technology developers to install devices within a single licensed zone, a model designed to spread risk, share cost and let different technologies prove themselves side by side.
That vision, a demonstration zone open to different types of technology, has remained central throughout, and it is this year’s regulatory progress that shows the model starting to bear fruit.
NEXT STEPS
Natural Resources Wales has approved a variation to Morlais’s marine licence, allowing new types of tidal technology to be deployed within the zone. The decision relates specifically to devices from Tidal Technologies Ltd and confirms Morlais’s role as a shared site capable of hosting multiple tidal technologies within one licensed area, rather than a single developer project.
“This is a positive decision for us and allows the Morlais scheme to continue moving forward, and to get tidal energy devices in the sea. It reflects the steady progress we are making at the site and supports the wider development of the tidal stream energy sector here in Wales,” said Andy Billcliff, Chief Executive Officer of Menter Môn Morlais Ltd.
Tidal Technologies is one of five developers already holding capacity to deploy at Morlais through the UK Government’s Contracts for Difference scheme, having secured 3MW in the seventh Allocation Round earlier this year. Jim Conybeare-Cross, one of the company’s Founder Directors, called the licence variation “an exciting and significant step forward” that brings the company closer to generating clean electricity off the Anglesey coast. First turbines at Morlais are scheduled for 2027.
The case for backing projects like this is well evidenced. Those active in the industry argue that a single offshore wind investment of the scale routinely committed in the UK could seed an entire domestic tidal stream sector, built around predictable generation that strengthens the grid rather than adding to balancing costs already running into billions of pounds a year.
Research from Offshore Renewable Energy Catapult and Imperial College London estimates tidal energy could meet 11% of UK electricity demand by 2050 and add £17 billion to the economy. A separate study by the National Energy System Operator and Arup found tidal range generation alone could cut wholesale energy prices by around £120 million a year between 2037 and 2060, with sites of maximum potential delivering more than 5.1GW of power. The consistent is conclusion that the UK’s tidal resource, among the largest in the world, remains largely untapped.
PROTECTING WILDLIFE
None of that potential can be realised without proving tidal devices can operate safely alongside marine wildlife and the wider environment, a priority for Morlais from the outset. In June, the project marked the conclusion of a two-year monitoring phase as the Marinus buoy, a specialist platform launched under the Marine Characterisation Research Project, was removed from the water off the Holyhead coast having tracked marine mammals and birds throughout the data gathering period ahead of turbine deployment.
The Marinus recorded what is understood to be the first confirmed dolphin encounter identified using AI-driven classification, combining sonar, acoustic sensors and video monitoring in ways not trialled elsewhere in the sector. All of the data gathered has been shared through the Crown Estate’s Marine Data Exchange, building an evidence base regulators can draw on when considering consent for tidal projects beyond Morlais.
That work now continues under Tanfor, a new environmental initiative launched on World Ocean Day to carry the research forward as turbines move closer to deployment, developing a detailed Environmental Monitoring and Mitigation Plan alongside further innovations including miniature solar panels fitted to seabirds to power data transmission to shore.
“The data we have gathered will help ensure that tidal energy devices within the Morlais zone can be deployed safely. From sonar and acoustic sensors to video and AI-driven monitoring, we have used technology not trialled elsewhere, and all as part of our commitment to protecting local marine wildlife,” said Helen Roberts, Environment and Compliance Project Manager at Menter Môn. “We’re now focused on the next phase and hope the tools and methodologies used at our site can be adapted for wider use, including in offshore wind and other industries looking to understand and reduce their impact on marine wildlife.”
LOCAL GAINS
The benefits of Morlais are not confined to future electricity generation. Earlier this year, the Welsh Government’s Cabinet Secretary for the Economy, Energy and Planning visited the site to launch the Renewable Energy Sector Deal, a new agreement designed to accelerate the growth of renewable energy across Wales, recognising the role marine energy schemes can play in strengthening energy security and delivering long-term benefit to communities such as Anglesey.
“The Renewable Energy Sector Deal is an important step in accelerating the growth of renewable energy in Wales and across the UK. For Menter Môn, it recognises the important role that marine energy schemes such as Morlais can play in strengthening energy security, creating high quality jobs, and providing long-term economic benefits to local communities such as Anglesey,” said Dafydd Gruffydd, Managing Director of Menter Môn.
Those benefits are already visible on the ground. UK contractors Jones Bros Civil Engineering secured a significant contract in 2025 to deliver infrastructure work including cabling activity and substation upgrades following its successful work on the project’s first phase.
THE WIDER TIDE
Morlais is one demonstration, but the argument it makes is national. With around half of Europe’s tidal resource and roughly a 10th of the world’s around its coastline, and the second largest tidal range on the planet after Canada, the UK is well placed to build an industry around generation that runs to a predictable schedule rather than the weather.
“What’s needed now is partnership and pace. Our challenge is not potential, but delivery,” Billcliff said while calling for faster consenting, continued support for environmental research and funding mechanisms that let developers get devices into the water more quickly. “The case for Morlais is more than an environmental one. For Ynys Môn, the project represents investment in our communities, opportunities for local businesses, clear career and training pathways for young people, as well as clean electricity that can contribute meaningfully to climate action and net zero targets.”
That is why demonstrator projects like Morlais matter. Every consent secured, every monitoring technique proven and every local contract awarded builds the evidence base and confidence the rest of the tidal stream sector, in the UK and beyond, will need to follow. Anglesey did not have the biggest name in energy when Menter Môn won the lease over global competition more than a decade ago. It may now have one of the best claims to be leading the world toward a genuinely predictable renewable future.
